Abstract
The interest for clinical research, using medical data stored in the EMR, is increasing. However, perception and attitude medical data, including protected health information, could differ depending on the person. Different perception and attitude could interfere with the activation of medical information utilizing. Therefore, we attempted to find different perception and attitude toward protected health information preserving medical data in clinical research. We collected 267 paper and online surveys, from three groups: clinical researcher (n=113), non-clinical researcher (n=72) and patients group (n=82). And differences among three groups are measured in terms of perception and attitude toward protected health information. Three groups have significant difference, except agreement using of medical data including PHI, in perception and attitude toward protected health information (p<0.01). In clinical researcher group and non-clinical researcher group, the level of knowledge and perception of needs in EMR's confidentiality are higher than patient group, they have positive attitude in using and disclosure of PHI. In patients group, perception is lower than other group, while they have aggressive attitude in using of PHI. Three groups agreed to disclose private information to non-physician researchers, all group have no negative perception in clinical research using PHI. Despite these results, three groups have no differences between the averages in correct and incorrect answers about PHI. All of them have no accurate knowledge about PHI. Aggressive promotion and education about the PHI to enable using EMR for clinical research is needed for the public. Especially, for researcher group such as clinical researcher and non-clinical researcher, it needs a systematic education about PHI. To do that, it should be enacted specific Korean-PHI guideline to support the use of PHI. Variety policies related to PHI also should be supported.
